The second and final debate of the Big Apple’s general mayoral race was chockfull of jabs and one-liners as the candidates made their final cases to voters before the Nov.4 election.The three hopefuls — Democrat Zohran Mamdani, Republican Curtis Sliwa and ex-Gov.
