WASHINGTON — Former President Joe Biden said Wednesday he’ll drop a tell-all book — immediately sparking debate that his famous autopen is back at it again.Biden, 83, announced the new memoir, “Promise Me, America” in a video message that hinted he will work to reshape his controversial legacy in the book that’s slated to come out on Nov.
