Father of five dead after stolen car driven by boy, 13, and packed with minors crashes into him on way to work

A father of five was killed in a horrific crash caused by a 13-year-old boy — who was joyriding a stolen car with his underaged pals, cops said.William Vance Payne II, 58,  was driving to work around 5:30 a.m.Tuesday morning when the stolen Kia — with seven people ages 12-15 inside — violently smashed into his Toyota at an intersection in Germantown, Maryland, according to the Montgomery County Police Department.Payne, who was only about three miles from his office at the National Institutes of Standards and Technology (NIST) at the time of the collision, was declared dead at the scene, NBC Washington reported.“He was kind and generous to a fault,” his grieving wife, Lisa Payne, said in a brief statement to the outlet about her husband.The driver of the Kia, an unidentified 13-year-old boy, was rushed to a local hospital in critical but stable condition, according to police.The other juvenile occupants — four girls, ages 14, 14, 13 and 12, and two boys age 15 and 12 — were transported to several area trauma centers, but police did not reveal their conditions.“No one is of age to be driving a vehicle,” Montgomery County Police spokeswoman Shiera Goff told WJLA. Video from the scene shows the blue Toyota with severe damage to the front driver’s side while the white Kia flipped upside down.Investigators learned that the 2015 Kia Optima had been stolen out of Germantown several hours after the collision.

Details on the car theft were not immediately clear.No charges have been filed, pending a review by the Montgomery County State’s Attorney’s Office. The fatal crash is still under investigation, which “may take several weeks to months to complete,” the sheriff’s office said.Payne leaves behind his wife, three young kids and two adult daughters, according to an online fundraiser for his family.He had worked at NIST for 29 years, most recently as a mechanical engineer, and was preparing to retire, according to officials and family.“His ...
